Transport Schemes

In March 2014, the Ministry of Social and Family Development (MSF) announced three new transport schemes for persons with disabilities. The MSF will also work with transport operators to provide and expand customised transport services for persons with disabilities. The schemes are expected to benefit over 50,000 people with disabilities.

Administered by SG Enable, the three schemes are:

  • Public Transport Concession
  • VWO Transport Subsidies
  • Taxi Subsidies

Public Transport Concession

This scheme allows persons with disabilities to enjoy 25% discount off adult fares, with no additional fares payable beyond 7.2km travelling distance.

Option to purchase a Monthly Concession Pass with unlimited bus and train rides at $60 per month or the Off Peak Monthly Travel Pass at $40 per month with unlimited travel on basic bus services and trains during off peak hours.

Eligibility Criteria

  • Persons aged between 7 and 60 years old;
  • Singapore Citizens or Permanent Residents, and are one of the following:
    • A person with a permanent disability who is a member and/or service user of relevant Voluntary Welfare Organisations (VWOs) providing disability services
    • A person attending Special Education (SPED) schools operated by a VWO; or
    • A person certified by a medical practitioner to have a permanent disability of any one of the following: Physical Disability, Visual Impairment, Hearing Impairment, Autism Spectrum Disorder and Intellectual Disability

VWO Transport Subsidies

VWO Transport Subsidies provide support for persons with disabilities who need to take dedicated transport provided by Voluntary Welfare Organisations (VWOs) to access school and care services. VWO Transport Subsidies provide up to 80% subsidy for transport fees.​

Subsidy amounts will depend on:

  • Whether applicants are Singapore Citizen or Permanent Residents
  • Per capita monthly household income (PCI)
  • Whether applicants are wheelchair users or ambulant

Eligibility Criteria

  • Persons with disabilities on transport services provided by VWOs and are attending Early Intervention Programme for Infants and Children (EIPIC), Day Activity Centres, Sheltered Workshops or Special Education (SPED) schools.
  • From families with a per capita monthly household income of $2,600 and below for Singapore Citizens, or $1,800 and below for Permanent Residents.

Taxi Subsidies

Persons with disabilities can apply for up to 50% subsidy for taxi fares, which will be reimbursed monthly to a designated bank account. Approved applicants will be issued a personalised EZ-Link card to pay for the taxi fares.

The subsidy amounts will depend on:

  • Whether applicants are Singapore Citizens or Permanent Residents
  • Per capita monthly household income (PCI)
  • Distance travelled from home to school or work
  • Eligibility Criteria

    • Persons with disabilities who are medically certified as unable to take public transport and totally dependent on taxis for travelling to school or work
    • From families with a per capita monthly household income of $1,800 or below, and are Singapore Citizens or Permanent Residents
    • Currently working or schooling
    • Not currently owning a vehicle

    Car Park Label Scheme

    This scheme allows eligible persons with physical disabilities to embark and disembark from their vehicles in accessible parking lots by displaying a special vehicle label. Drivers of persons with physical disabilities may also apply.
